  Significance and philosophies of the City’s construction
The construction of Kansai Science City (“Keihanna”) was undertaken to create a base for activities focusing on the three philosophies outlined below, and for new creative developments in culture, sciences, and research that combine elements of different industries, different disciplines, and different countries. These activities also take advantage of the rich cultural and scientific resources that have been cultivated in the Kinki region.
In addition to contributing to the creation of a “new Kinki,” this project contributes to the development of culture, science, and research in Japan and throughout the world, and to the ?development of the national economy.

The three philosophies of the City’s construction
1. Creating a base for new development in culture, science, and research.
2. Contributing to the development of culture, science, and research in Japan and throughout the world,and to the development of the national economy.
3. Foundation of the intellectual and creative city that opens doors for the future.


  City functions and Development direction of the facilities
The following developments are aimed.

  Structures and scale of the city
The areas extended to the three prefectures, seven cities and one town
The city is constructed in 15,000ha of the area extended to the three prefectures “Kyoto”, “Osaka” and “Nara”, and seven cities and one town “Kyotanabe”, “Seika”, “Kizugawa”, “Hirakata”, “Shijonawate”, “Katano”, “Nara” and “Ikoma”.

The city consists of Science zone and surrounding zone. The Science zone has public beneficial facilities, habitats and other facilities in addition to the facilities for the Sciencees and those exchanges. This zone is divided to twelve districts and total about 3600ha.
The surrounding zone has necessary facilities to enhance the Science zone and conserves natural environments.


  Features of the city developments

1. Clustering developments
The Science zones are designed to have 12 districts like a grape bunch. Each districts shares the functions and all districts are organically connected with the transportations and information networks, which is a polycentric coordination style of the development methods. In this method, these districts are able to harmonize with the existing urban districts and conserve the agricultural areas and natural environments such as woods

2. Gradable developments
Considering integrity of the entire city, developments are performed designedly and gradably from the Science zone where the development conditions have been fulfilled. In this way, huge prior investments and drastic changes can be prevented. Effective constructions can be performed accordingly.

3. Utilization of nongovernmental powers
Underlying cooperation of industries, academies and government, nongovernmental powers are utilized at the maximum. Each party performs the properly allocated roles and develops public beneficial facilities related to the Science facilities, habitations, other habitats and urban functions
