Development Utilizing buildup of the agricultural bioscience education facilities, the facilities for the Sciencees or the R&D oriented industries are planned to develop, and habitants and the facilities of the urban services and extensive recreations are promoted to develop.

Development This district is positioned as the central district of this city since it is located in the center of the city.Kansai-kan of the National Diet Library and The Vocational Museum are promoted to develop and various functions of International Institute for Advance Studies and Advanced Telecommunications Reseach Institute International are planned to enrich. It is planned to build up the Science facilities and enrich the Science exchange facilities. This district plays centric roles in the various fields such as information communications and environments utilizing location of those facilities and it is promoted to develop green parks utilizing habitats, urban service facilities and natural environments.

  Summary of the Himuro and Tsuda district (Hirakata city in Kyoto Pref.)
Development Utilizing existence of Kansai University of Foreign Studies, the Science facilities and the R&D oriented industrial facilities such as the state-of-the-art research and education facilities are planned to develop. Further, it is promoted to develop the habitats.

It is also planned to develop the multiple urban functions considering consistency with the plan of the Keihanna new transportation.
